Accretive's Rilling says Lilac Hills Ranch could be
 building and selling homes by 2014

"We could be building and selling homes by 2014," John Rilling, vice president of the Accretive Group, and project manager for the proposed Lilac Hills Ranch, told the Valley Center Municipal Water District board Monday.

The board unanimously gave preliminary concept approval Monday to the terms and conditions for providing water, wastewater and recycled water service for the 608 acre, 1,746 unit community, which is planned to be a multi-phased, mixed use development.

Rilling was asked when he thought the development might be ready to break ground. He noted that the project's environmental impact report will go to public review this month and said he thought the project would be ready to go the Board of Supervisors this year sometime.

The project is currently processing the Master Tentative Map and the Implementing Tentative Map for the first (northernmost) phase of the project.

The existing Lower Moosa Canyon Water Reclamation Facility in Circle R is envisioned as providing wastewater treatment in the early stages of development, however the water district staff recommended that eventually a treatment plant within the development would serve the project.
